The CleanBC Better Homes New Construction Program provides rebates of up to $15,000 for the construction of new, high-performance electric homes. It is open to builders constructing new Part 9 single-family detached homes, laneway homes, duplexes, triplexes, or townhomes. Builders can receive rebates for constructing homes with electric heat pumps or for building to upper step levels in the BC Energy Step Code using electric space and water heating equipment. Additional bonus rebates are available for homes with no fossil fuel usage at all and for working with an energy advisor.
Pathways (choose one):
- Pathway #1 – Energy Step Code pathway: build a new home that meets BC Energy Step code level, 3,4, or 5 and uses electric space and water heating systems.
- Pathway #2 – Heat pump pathway: build a new home that uses an electric heat pump for space heating or water heating, regardless of Energy Step Code level.
Add-on rebates for either pathway (optional):
- Energy Advisor Support Rebate: work with a Program Qualified Energy Advisor and receive an additional $1,000 per home.
- All-Electric Bonus: build a home with no fossil fuel (e.g. natural gas, propane, oil) connection whatsoever (including for cooking, fireplaces, or other uses) and receive an additional $4,000 per home (must work with a PQEA).
The program allows Top Ups to municipalities participating in the CleanBC Better Homes municipal top-up program, along with federal incentive programs. Even if a municipality adopts Energy Step Code steps 3 or higher, projects are still eligible for rebates. Projects with building permits issued on or after April 1, 2020 are eligible.

Deadlines
Complete your project within 12 months of the date of your pre-approval confirmation email.
Submit the post-construction application and required supporting documentation within 6 months of the date of your heat pump invoice or As-Built BC Energy Compliance Report, as applicable for your rebate pathway.
