Presented by WSP, this webinar is hosted jointly by CHBA-BC and HAVAN, and is free to CHBA-BC and HAVAN members, at no cost.

This webinar focuses on helping members better understand the provincial Water Act (RSBC 1979), Chapter 429 and its interpretation.  Presented by Jacques Benoit, Susan Blundell, and Christie Lucas of WSP, this webinar will focus on understanding the basics of the Water Act, definitions and criteria, designation of what is a watercourse, application referrals and navigating the approval process. With a primary focus on Section 11 of the Act, information on Section will also be provided.

The format provides for 30-minute presentation and a 30-minute Q&A, ensuring an information and engaging session.

  • Jacques Benoit, M.Sc., EP

    Mr. Benoit is a Senior Executive and Certified Environmental Professional (EP) with over 40 years of experience in the environmental, regulatory and Oil & Gas engineering fields, having worked in Canada and internationally. He is a senior manager who has demonstrated experience overseeing large projects, building teams, and growing businesses. He has managed a number of large client accounts and has demonstrated the ability to build and maintain relationships within these accounts. He has also demonstrated his capability to manage large project portfolios to ensure consistent quality, deliverability, financial management and conflict resolution. He is a subject matter expert with over 40 published technical papers on various environmental and engineering subjects. He has extensive experience in greenfield and start-up projects as well as regulatory approvals, environmental and social impact studies, and Indigenous partnerships. He is fluent in French and English and functional Japanese.

  • Christie Lucas, Team Lead, WSP Canada Inc.

    Ms. Christie Lucas has over fourteen years of environmental experience and is currently the Team Lead for the Environmental Division on Vancouver Island. As Team Lead, she coordinates and manages all environmental staff and projects for the ecological and land remediation divisions.  She specializes in technical report writing and senior review including Construction Environmental Management Plans (CEMPs), Environmental Protection Plans (EPPs), and environmental monitoring plans.  Christie is also responsible for coordinating and supervising environmental monitoring staff to ensure that all environmental protection measures are being implemented and continually effective.

  • Susan Blundell, Senior Biologist, WSP Canada Inc.

    Ms. Susan Blundell is a Senior Biologist with over 25 years of experience. Ms. Blundell has a wide range of expertise, including conducting invasive species management planning, ecosystem studies, terrestrial ecosystem mapping, environmental management planning, fish and aquatic habitat inventory and assessments (including RAR assessments) and fish habitat compensation planning. Susan has extensive experience working with industry and regulatory agencies to plan proposed land and aquatic developments to meet regulatory legislation and guidelines and to minimize potential impacts to the receiving marine, aquatic and terrestrial environments.
